The Twelfth Five Year Plan was the last Five-Year Plan of the country. The duration of the 12th plan was set from 1 April 2012 to 31 March 2017, under the leadership of Prime Minister Manmohan Singh. The main motto of the 12th Five Year Plan was “Faster, Sustainable and More Inclusive Growth“. Therefore, the Twelfth Plan aimed for faster growth, which can be sustained over time, with the benefits of growth reaching the masses.
Objectives of the 12th Five Year Plan
The Twelfth Five Year Plan has been decided to achieve a growth rate of 9%, but the National Development Council (NDC) on 27 December 2012 approved a growth rate of 8% for the 12th plan. The specific objectives of the Twelfth Five Year Plan are as follow:
Economic growth
- To achieve a real GDP growth at an annual rate of 8%.
- To maintain a manufacturing growth rate of 10%.
- To keep agriculture growth rate at 4%.
- To achieve a faster growth rate than that of the 11th plan by every State.
Poverty and Employment
- To reduce the poverty rate by 10% during the plan period.
- To generate 50 million new job opportunities in the non-farm sector.
Education
- To raise the average number of years spent in school to seven.
- To enhance access to higher education.
- To remove the gender and social gap in school enrollment.
Health
- To reduce malnutrition among the children of the age group of 0-3 years.
- To increase the Child Sex Ration to 950.
- To reduce the Infant Mortality Rate (IMR) to 25 and the Maternal Mortality Ratio (MMR) to 1 per 1000 live births.
- To reduce the Total Fertility Ratio (TFR) to 2.1.
Infrastructure
- To provide electricity to all villages.
- To ensure all-weather roads connection to all villages.
- To build Dedicated Freight Corridors on both the east and west coasts.
- To ensure 50% of the rural population has access to proper drinking water. 50% of all Gram Panchayats will have Nirman Gram Status.
Service Delivery
- To provide access to banking services to 90% of households.
- To make subsidies and welfare payments through the Aadhar-based Direct Cash Transfer Scheme.
Environment and sustainability
- To increase the green cover by 1 million hectares every year.
- To generate 30,000 MW of renewable energy over five years.
- To reduce the GDP emission intensity to 20-25% of 2005 levels by 2020.
